Hello, Jordyn –
Yes. For Track 1 projects, a qualitative BCA will suffice (as opposed to a traditional, quantitative BCA), since those projects are in the planning stage and it is near impossible for the applicants to assign values to their project benefits and costs. The qualitative BCA should describe the potential benefits (focusing on the benefits of the planning project, not the benefits if built/constructed) and costs (i.e., project budget details such as explanation of the various tasks, etc.) in great detail. The BCA should be in a PDF or MS Word doc, and there is no min./max. page count requirement.
